Students with type 1 diabetes in UP government schools can now manage their condition during exams with glucometers, insulin, and snacks, as per new guidelines.

The Uttar Pradesh government now permits children with type 1 diabetes to manage their condition at school by checking blood sugar, injecting insulin, having snacks, and performing other diabetes care activities during class and exams. This decision follows instructions from the National Commission for Protection of Child Rights (NCPCR).

Director General of School Education, Vijay Kiran Anand, has requested Joint Director of Education (Basic), Ganesh Kumar, to issue guidelines for implementing these allowances in basic education department schools.

The guidelines permit students up to 19 years old with type 1 diabetes, taking exams or competitive tests, to have exemptions. They can carry essential items such as glucometers, glucose test strips, sugar tablets, medicines, fruits, snacks, and water. These items can be kept with the invigilators and used when needed. The same rules apply during regular classes, and students can participate in sports with guidance from medical professionals.

As per the guidelines, students using Continuous Glucose Monitoring (CGM), Flash Glucose Monitoring (FGM), and insulin pumps should be allowed to keep these devices during exams. These devices are attached to their bodies, so they are permitted to have them with them while taking their exams.

During exams, if a student requires a smartphone to read data from their diabetes monitoring devices, they can hand it over to the teacher or invigilator for blood sugar level monitoring.

The NCPCR sent a letter to the education department of Uttar Pradesh stating that India has the highest number of children with type 1 diabetes in the world, based on the Diabetes Atlas 2021 data from the International Diabetes Federation (IDF).
The basic education department has given instructions to all divisional education directors and district basic education officers regarding this matter.
